The certificate identifies the translator, the source and target languages, and a statement of competency, so the receiving institution can verify who stands behind the document. This is required for immigration filings, court submissions, academic credential review, and most official government use. Standard translation is accurate but does not include that certificate, and suits internal communications, informal correspondence, or content that will not be submitted to an official body. The two are priced and formatted differently, so ordering the wrong one can cost you a resubmission with USCIS or a university registrar.
